PICHE – Persistent Identifiers for Cultural Heritage Entities
The possibility of setting up a cross-discipline service for Persistent Identifiers (PI) has been deliberated over for several years now. This would provide the resources of cultural and scientific institutions with unique and permanent identifiers – regardless of whether those resources already exist in digital form and whether their digital representation changes in the future or not. For this purpose the German National Library and the Deutsche Digitale Bibliothek have developed a functional specification – initially together with partners from the archive sector (Landesarchiv Baden-Württemberg and the Federal Archives), and later also together with representatives from the cultural sectors of museums, libraries and institutions concerned with the preservation of historical monuments. The document with the working title "Persistent Identifiers for Cultural Heritage Entities - PICHE" describes the conceptual foundations and also the essential requirements and characteristics of a PI service.
The PICHE pilot project aims to resolve all organisational questions surrounding the operation of the PI service at a conceptual level, based on the functional specification. It should also elaborate and refine the roles and responsibilities and log all development and operational expenses. Furthermore, a pilot phase will serve to evaluate the technical, organisational and financial parameters of the service using a prototype which has to be developed. The service will be tested in collaboration with the Federal Archives (as the pilot partner) and the Deutsche Digitale Bibliothek.
